Abstract

This article is about problematization of media image created on the eve of Herceg Novi, Montenegro’s candidacy for European Capital of Culture 2021, which, in this competition was awarded to competitor city Novi Sad, Serbia, instead. The introductory portion of this article concerns the philosophers of the Frankfurt School, as well as the concept of creative industries, as well as the critical theory of society, which leads to the treatment of culture as a consumer good, and its subsequent exploitation. Via a review of media permeability and indulgence, we analyze the media situation of specific local communities, including consumers’ opinion of local news portals, through the media ‘shaping’ of information associated with the aforementioned candidacy. The text also examines the realities and possibilities of local cultural policy and cultural workers before and during the preparation of the candidacy itself. Finally, we shall seek answers to the following questions: Who is involved in the creation of culture in local media, and what kind of culture is created in the media context?

Vladana Kosić Is an art historian, scholar, author and curator. Graduated in 2007 from the Faculty of Philosophy, University of Belgrade, Department of History of Art, with the work “Pompeii, architecture and urban planning of quarter of Theaters”. In 2011, she completed the Secondary Academic Studies, at Center for Museology and Heritology, Faculty of Philosophy in Belgrade, with the work “Art historian as a manager in culture”. She is currently a third-year student of Transdisciplinary doctoral studies of contemporary art and media, at the Faculty of Media and Communication in Belgrade. She is the author of numerous articles at the blog www.seecult.org/blog. She works for Artfama magazine, Nezavisne novine, based in Banja Luka, plus publications Art life journal, FAAR Magazine, Novske novine paper, Daily paper, Vijesti, guide CITY... She also worked on the monograph on the 20th anniversary of the Chaos Gallery in Belgrade (2007–2011), and also worked as a curator there, from 2010 to 2015. She also founded and organized the Night of Culture, festival of art in Herceg Novi, and is also a member of ICOM and ULUPUDS. She was born in 1981.
